E-sabong has been suspended nationwide since 2022 under Executive Order No. 9, signed on 28 December 2022, and a hackfight is a different thing: a single matched fight inside a licensed cockpit. This page explains the word and how one bout differs from a derby entry. For the order itself and PAGCOR’s part in it, read the page on the sabong and PAGCOR position.

Hackfight meaning: one matched fight
A hackfight is one bout between two cocks that the organisers or owners agree on its own, instead of as part of a multi-bird contest. The result stands alone. When the referee announces the winner, the event for those two birds is over.
PD 449 does not use the word hackfight. Its Section 4(a) defines cockfighting by the names “cockfighting derby, pintakasi or tupada”, or equivalent terms in different localities, so hackfight is a customary name rather than a defined one. What the decree does fix is who may run the bout, as in the table below.
| Role | PD 449 requirement |
|---|---|
| Gaffer, referee, bet taker | Annual city or municipal licence (Section 7) |
| Cockpit | Mayor’s licence (Section 6) |
| Day | Sunday, legal holiday or local fiesta (Section 5d) |

People search the phrase as hack fight sabong, and the quickest way to see the difference is side by side.
| Feature | Hackfight | Derby entry |
|---|---|---|
| Number of fights per owner | One | 3, 4 or 5, by format |
| How the winner is found | The referee’s call on that fight | The highest tally across the entry’s fights |

How a derby pairs and scores its birds is set out on the cockfight derby page, which also covers the 3-, 4- and 5-cock formats.
Sabong fight: who does what in a single bout
Whatever the name, every licensed sabong fight uses the same set of officials. PD 449, Section 4, defines them, and the list below follows the order of the bout.
- The gaffer (taga tari) arms the fighting cocks with gaffs.
- The bet taker or promoter takes care of bets before the fight begins and, afterwards, distributes won bets after deducting a certain commission.
- The referee (sentenciador) watches the gaffing, judges the cocks’ condition and injuries, and announces the winner, a tie or a no contest.
The bettor, who may be the owner of a cock, is the fourth party in the decree’s list. The cockpit’s cut from a winning bet has its own page, on plasada meaning.
Where and when a hackfight is lawful
A hackfight is a cockfight, so it takes the same limits. Section 5(d) allows cockfighting only in licensed cockpits during Sundays, legal holidays and local fiestas for not more than three days, with listed days when none may be held. Section 5(f) forbids any other gambling on the premises during cockfights.
| Setting | Status |
|---|---|
| Licensed cockpit, permitted day | Within PD 449 |
| Unlicensed venue | Outside the permission in Section 5(d) |
| Live-streamed or remote wagering | Suspended under Executive Order No. 9 |
If you are unsure whether a cockpit near you holds a licence, ask the city or municipal hall, which is where Section 6 places the licensing.
